Job Summary – The Health Information Management (HIM) Service Center (HSC) Assistant Chief Operating Officer (COO) is a key member of the Shared Service Center (SSC) Executive Team and is responsible for assisting with HSC operations, strategic direction and administrative leadership, operational excellence, and business plan success. The Assistant HSC COO provides Subject Matter Expertise in system workflow and overall operational direction/oversight for coding, transcription, release of information, medical record completion, management, and other HIM specific activities within the HSC and the facilities it supports. The Assistant HSC COO is expected to interact with other company executives at the Facility, Market, Division, Group and Corporate level and drive positive outcomes impacting the company’s financial and operational performance. The Assistant HSC COO participates with any start-up activities and ongoing operational development/enhancement supporting HIM systems, processes and infrastructure. Responsibilities also include oversight and expertise in driving information technology projects and furthering integration activities. Overall responsibilities include development and oversight of HSC operational plans, service level agreements, budgets, HIM systems/processes and internal controls. The Assistant HSC COO also ensures that the HSC, as a service organization, and the stakeholders it serves actively engage in continuous process improvement activities to enhance performance and corporate contribution. Supervisor – HSC COO Supervises – May supervise Regional Health Information Management Director(s) and Coding Directors. Duties (included but not limited to): ACQUISITION DUTIES INCLUDE BUT ARE NOT LIMITED TO: * During the initial 12-24 month transition and implementation period, the Assistant HSC COO reviews progress against business case expectations, operational metrics, and assures that financial and operational risk is properly managed * Responsible for assisting with Parallon HIM on various HSC start-up and implementation activities as defined by the enterprise HSC planning and deployment schedule * Assists with planning, preparing and managing transition, organizational consolidation and business continuity of facility HIM processes from facilities to the HSC * Interviews, hires, and provides overall supervision and leadership oversight to HSC staff. Responsible for acceptable competency levels of all HSC staff * Provides leadership and input into the architecture, detail design and development of the HSC organizational processes * Provides leadership and participates in key communication efforts with HIM personnel, HIM leadership, Facility leadership, SSC leadership, Division leadership and Group leadership * Oversees Horizon Patient Folder (HPF) technology implementation for consolidation of activities * Facilitates HPF integration activities, including mapping of HL7 document types * Coordinates with IT&S resources to escalate formal PWR submissions and other HPF enhancement requests as needed * Adheres to and supports Company and SSC IT&S standards, policies, and procedures * Understanding of facility workflow to ensure all EMR systems integrate to the Legal Health Record * Understanding of MEDITECH CPOE and PDOC, and Patient Keeper * Assumes a lead role in the refinement and finalization of HSC Service Level Agreements (SLA’s) with customer executives and representatives * Responsible for building and maintaining high quality HIM process controls and outcomes * Assures accurate and timely transfer of data from facility to HSC * Potential oversight of facility based HIM scanning center processes * Serves as a secondary liaison between Division, Group and SSC leadership during migration * Supervises the preparation and maintenance of departmental policy and procedure manuals in compliance with Company standards * Supervises the monitoring and adherence of established productivity standards OPERATIONAL DUTIES INCLUDE BUT ARE NOT LIMITED TO: * Assumes a lead role for innovation, knowledge sharing, and leading practices identification within the HSC and among peer group * Assists with HSC operations of HIM functions, ensuring timeliness, accuracy, compliance and standards fulfillment as defined in HSC SLA’s * Contributes to the development of strategic direction of health information management * Communicates routinely to facility, Division and Group leadership significant HSC issues, status of projects, barriers, and successes * Actively monitors HSC HIM process and performance as outlined in HSC policy and SLA’s * Manages facility leadership, SSC, Corporate, Division and Group customer relations * Evaluates monthly trending analysis of HSC performance by reviewing operational metrics, including weekly and monthly A/R reports * Directs and motivates the HSC management team and performance of HSC staff * Develops strategy, specific goals, objectives, budgets, and performance standards for the HSC * Oversees the budget process, including monthly reporting, planning and forecasting * Follows overall market trends and communicate to Parallon executive team and others as appropriate * Identifies and implements process improvements to lower costs and improve service to facility customers * Monitors performance and communicates with Information Technology management to ensure optimal use of installed technology and identify future needs * Develops and implements risk management processes for the HSC in line with corporate and Parallon directives * Performs staff reviews and prepares performance documents for direct reports * Practices and adheres to the “Code of Conduct” philosophy and “Mission and Value Statement” * Other duties as assigned
